With the English Devolution and Community Empowerment Bill now published and entering Parliamentary scrutiny, the government’s ambitions for a “generational project of determined devolution” are taking legislative shape. The Bill introduces new powers for local leaders, a Community Right to Buy, and Local Growth Plans designed to unlock economic potential and strengthen civic participation.
What role can funders play in ensuring the Bill delivers on its promise of building community power? And how can philanthropy and public funding work together to support local ownership, participation, and long-term renewal?
As the policy landscape evolves, this insight meeting will explore what these reforms could mean for funders – particularly those investing in place-based approaches, civic infrastructure, and community-led change.
Building on conversations from our February meeting on devolution and public service reforms, we’ll hear from expert speakers on the practical implications of the Bill and discuss how funders can help shape the conditions for inclusive, locally driven change - from new opportunities for collaboration with Mayors and combined authorities, to the role of philanthropy in unlocking civic participation and local ownership.
